Vietnam is highlighted as a strong example of a Southeast Asian country that is implementing a careful plan for this transition. Vietnam’s digital migration experience is compared and contrasted against examples from other countries in the Asia-Pacific region, including Indonesia and Thailand. The report provides practical recommendations for members of the Association of Southeast Asian Nations (ASEAN) related to the digital migration and digital dividend. Lessons learned in Vietnam are identified in the report, accompanied by a checklist of relevant issues and questions to be addressed by governments planning their digital migrations.

The report was launched at a GSMA/ASEAN workshop in Manila, Philippines that used findings from the report as a starting point for additional discussion.
