Collaborative digital regulation country review: Oman’s digital transformation and collaborative regulation

This country review, developed for the International Telecommunication Union (ITU), presents Oman’s approaches to digital transformation and collaborative regulation and provides recommendations for consideration by regulators and policymakers. TMG developed the country review through a combination of desk research, data from the ITU and local officials, and interviews with stakeholders.

The country review considers Oman’s ICT sector market environment as well as key policy, legal, and regulatory instruments as the basis for the analysis. The review takes into account Oman’s institutional arrangements in the ICT sector and across related economic sectors and collaborative practices across institutions as well as its level of regulatory maturity and policy implementation. From this analysis, TMG developed recommendations for Oman’s regulators and policymakers addressing matters including transparency, public consultations, updates of key legal instruments, simplification of legal and regulatory frameworks, and agile governance frameworks.

TMG employed a similar approach when developing country reviews of Egypt, Kenya, Saudi Arabia, and South Africa. Each country review notes the policies and strategies employed to realize the full potential of digital transformation and provides recommendations. Collectively, these resources are intended to guide continued ICT sector transformation in the focus country as well as to provide insights for stakeholders around the world.
