TMG supports landmark digital governance reform in the Marshall Islands

TMG recently supported the Government of the Republic of the Marshall Islands (RMI) in drafting a legislative package to promote digital government services and the digital economy. Over an 18-month period, this project involved extensive consultations with key stakeholders and the drafting of five bills, all of which were passed into law by the Nitijela between February and October 2025:
- The Cybersecurity Act 2025 establishes a national framework to strengthen cybersecurity across government and critical infrastructure. It improves preparedness and incident response capabilities and supports enhanced cooperation on both domestic and international cybersecurity matters.
- The Cybercrimes Act 2025 defines key cyber-related offenses and provides the legal tools needed for effective investigation and prosecution, consistent with the RMI’s obligations under international human rights law. It also enables stronger international cooperation to address cybercrimes that transcend national borders.
- The Electronic Transactions Act 2025 creates the legal foundation for recognizing electronic signatures, records, and transactions as valid and equivalent to their paper-based counterparts to enable more efficient public, commercial, and non-commercial services.
- The Digital Transformation and Identity Verification Act 2025 promotes the adoption and modernization of digital government services by establishing the Digital Transformation Unit and creating a framework for secure and reliable electronic identity verification.
- The Personal Data Protection Act 2025 promotes the protection of personal data handled by core government ministries and agencies, establishing principles and safeguards to ensure responsible and secure data management.
TMG is currently working with the RMI Digital Transformation Unit to implement the legislative package and develop relevant regulations.
