Rwanda Digital FDI Enabling Project

A collaboration between the Digital Cooperation Organization (DCO), the World Economic Forum (WEF), the Rwandan Ministry of ICT and Innovation (MINICT), and TMG, the Digital FDI Enabling Project in Rwanda aims to attract and enable greater foreign direct investment (FDI) into the country’s digital economy.

This insight report – which includes observations from over 50 stakeholder interviews, 100 surveyed firms, and outputs from a validation workshop held with relevant public, private, academic, and civil society stakeholders in Kigali – identifies four priority action areas to help foster a digital-friendly investment climate in Rwanda:

  1. IP-backed financing: enable firms to use intellectual property to attract FDI and secure financing.
  2. Investment matchmaking platforms: leverage targeted programs – including DCO’s InvestConnect – to link Rwandan startups with global investors.
  3. Private sector advisory board on ICT skills: better align university curricula with industry needs and expand apprenticeship programs.
  4. Foster cross-border data flows: streamline the frameworks governing data center operations modeled after international best practices.

TMG is currently working with its partners to support the implementation of identified action areas in order to further support Rwanda’s digital transformation.
