ITU publishes TMG digital transformation and collaborative regulation country review of Oman

TMG Press Release
September 4, 2025

Arlington, VA – In conjunction with the 2025 Global Symposium for Regulators, the International Telecommunication Union (ITU) recently published an advance copy of a TMG-authored country review of Oman’s approaches to digital transformation and collaborative regulation. TMG developed the country review through a combination of desk research, data from the ITU and local officials, and interviews with stakeholders.

The country review considers Oman’s ICT sector market environment as well as key policy, legal, and regulatory instruments as the basis for the analysis. The review takes into account Oman’s institutional arrangements in the ICT sector and across related economic sectors and collaborative practices across institutions as well as its level of regulatory maturity and policy implementation. From this analysis, TMG developed recommendations for Oman’s regulators and policymakers addressing matters including transparency, public consultations, updates of key legal instruments, simplification of legal and regulatory frameworks, and agile governance frameworks.

TMG employed a similar approach when developing country reviews of Egypt, Kenya, Saudi Arabia, and South Africa, as well as in an ongoing review of Qatar. Each country review notes the policies and strategies employed to realize the full potential of digital transformation and provides recommendations. Collectively, these resources are intended to guide continued ICT sector transformation in the focus country as well as to provide insights for stakeholders around the world. Their development took into account the ongoing collaboration among government, regulatory, and industry stakeholders to develop agile, effective regulation that promotes investment and innovation.

The Oman country review will join the ITU’s growing library of digital regulation publications. These include TMG-authored country reviews of Egypt, Kenya, Saudi Arabia, and South Africa, as well as the Digital Regulation Handbook, to which TMG contributed chapters on regulatory governance and independence, access for all, spectrum management, evidence-based policy making, and collaborative governance.
