Janet Hernández,
President
An attorney with 17 years of experience in the
telecommunications sector, Ms. Hernández advises domestic
and international telecommunications companies and governments on
telecommunications regulatory, commercial and transactional matters.
Prior to joining TMG, Ms. Hernández was a Partner of and
headed the Global Telecommunications, Media and Technology Group of
Coudert Brothers. She also worked in the Chief Counsel’s
Office of the National Telecommunications and Information
Administration (NTIA) within the U.S. Department of Commerce. Ms.
Hernández is fluent in English and Spanish.

David Wye, Vice President, Strategy and Policy
Mr. Wye has more than 20 years of experience in telecommunications policymaking, regulation and analysis. Mr. Wye held senior positions in the Federal Communications Commission’s Wireless Telecommunications Bureau and the U.S. Congress’ Office of Technology Assessment. He spent eight years at AT&T/Cingular Wireless, where he oversaw the company’s efforts relating to domestic and international spectrum regulation and policy. Mr. Wye also worked for Lockheed Martin Corporation, where he advised the corporation on a wide variety of issues, including spectrum, new telecommunication technologies and public safety.

Daniel Leza, Vice President, Legal and Regulatory
Mr. Leza, an attorney, is a regulatory specialist with expertise in the areas of competition law and regulation. He has substantial experience in the areas of regulatory reform initiatives, radio spectrum assignment processes and licensing, anticompetitive conduct and mergers and acquisitions in the communications sector, and has advised service providers and regulators on such matters in Latin America, Asia, and Europe. He has served at the Legal Counsel's Office of the Comisión Nacional de Telecomunicaciones of Venezuela. Mr. Leza is fluent in Spanish and English and reads Portuguese.

Charles M. Rush, Chief Technology Officer
A 40-year veteran of the telecommunications industry, Dr. Rush has vast experience in the areas of international telecommunications, spectrum management and wireless systems. As one of the foremost spectrum management experts in the industry, Dr. Rush works with TMG's clients to meet current and future spectrum requirements, as well as ensuring the deployment and development of advanced wireless technologies. Dr. Rush held top management positions at the National Telecommunications and Information Administration and in the private sector. He has held leadership positions at the ITU and is a fellow of the IEEE. Dr. Rush has a Ph.D. in Atmospheric Physics.

Lynne Dorward, Senior Consultant
Mrs. Dorward has more than 30 years of experience in the information and communications technologies (ICT) industry, specializing in the areas of regulatory, business development and investment consulting. Most recently, Mrs. Dorward was the Chief Regulatory Officer of Zain, and was responsible for regulatory oversight and direction for 24 mobile operating companies in the Middle East and Africa. She has extensive project management skills and has advised both private companies and regulators in Africa, Americas, Asia-Pacific, Europe, and the Middle East on a wide range of regulatory and business issues including licensing, spectrum valuation, design and implementation of tender processes, telecommunications privatization and liberalization programs, equity investment funds, and strategic partner/alliance creation. Mrs. Dorward is fluent in English, French, and Spanish.

Bill McCabe, Senior Consultant
For 13 years, Mr. McCabe has held key positions in various multinational mobile operator and technology companies around the world. He has a wide range of competencies in the telecommunications field relating to wholesale markets, regulatory and legal compliance, public policy, commercial operations and spectrum-related issues, particularly mobile termination rates and national and international roaming, and has extensive experience in strategy development and business negotiations. He served as Chief Operating Officer during the launch and growth of New Zealand’s third mobile network operator, 2degrees. Mr. McCabe also served eight years as the Head of Roaming for Hutchison 3G (3UK and 3Ireland), and as the Contract Roaming Manager for Globalstar in Bahrain and International Roaming Executive for Orange UK.

Michael Minges, Senior Market Analyst
Mr. Minges has more than 30 years of international experience. Before joining TMG, Mr. Minges worked as Head of the Market, Economics and Finance Unit, Telecommunication Development Bureau at the International Telecommunication Union (ITU), where his functions included the analysis of telecommunications trends in developing nations, market studies of countries and regions, and regulatory and policy advice. He also worked at the International Monetary Fund as an economist and information technology specialist. He is fluent in English, French and Spanish.

Amy Zirkle, Senior Economic and
Regulatory Expert
Ms. Zirkle has worked in the telecommunications industry for over 22 years dealing with a wide range of economic, technical, regulatory, policy, legislative, strategic and business issues affecting both domestic and international markets. Ms. Zirkle has carried out extensive work on pricing methodologies, and costing issues, including rate design, revenue requirements, access charges, and tariff development. She has also examined matters related to economic issues of technical standardization and innovation. In addition, Ms. Zirkle has worked on a wide range of regulatory policy matters including interconnection, universal service, as well as spectrum matters. She has worked on international trade matters with respect to telecommunications and financial services, and also has significant experience in the area of postal policy having worked on issues pertaining to automation and the use of new technologies.

Jeffrey Bernstein, Senior Business and Policy Analyst
Mr. Bernstein has a background in international communications and business administration. He has conducted analyses of telecommunications business and regulatory environments around the world and advises clients on relevant regulatory and strategy issues. Mr. Bernstein has experience evaluating the impact of telecommunications and information technology policies on business and economic developments and has recently analyzed telecommunications issues and services including spectrum management, mobile licensing, interconnection and mobile termination, broadband and Internet policies, domain name management, and convergence. In addition, he has participated in international groups addressing issues related to emerging wireless technologies, such as ultra-wideband and metropolitan broadband wireless access. Mr. Bernstein is fluent in English and has a working knowledge of Spanish.

Flavia Alves, Regulatory and Policy Advisor
Ms. Alves is an attorney with expertise in telecommunications and international business law. In her current position, she assists private clients with regulatory compliance before the Federal Communication Commission and U.S. state public utility commissions with regard to licensing, reporting requirements, universal service fees, and state authorizations. She also advises telecommunication entities, particularly in Latin America, on a variety of legal and regulatory developments worldwide. She has counseled governmental entities around the world with regards to policy, legal, and regulatory reforms necessary to build a more competitive telecommunications sector. Before joining TMG, Ms. Alves worked at the International Telecommunications Satellite Organization (ITSO) in Washington, DC and the Federal Supreme Court in São Paulo, Brazil. Ms. Alves is a licensed member of the Brazilian bar association. She is fluent in Portuguese, English and Spanish and reads Italian and French.

Kari Ballot-Lena, Regulatory and Policy Advisor
Ms. Ballot-Lena's expertise is in telecommunications policy development and analysis, particularly regarding spectrum, mobile communications, technological convergence and licensing. While at TMG, Ms. Ballot-Lena has advised regulators, international organizations, and commercial clients around the world on the adoption of telecommunications laws and policies that best promote competition and the development of the ICT sector, including market and regulatory reforms. She has counseled telecommunications regulatory entities on a variety of issues, such as the transition from a service-specific to a unified licensing framework, as well as assisted private telecommunications clients (including operators, manufacturers, and investment companies) with regulatory compliance, universal service, broadband issues, and licensing, both domestically and internationally. Ms. Ballot-Lena is fluent in English and has a working knowledge of French.

Joel García, Financial Controller
Mr. García has extensive experience in financial analysis, business valuation and business planning processes. He has participated in the deployment of quality assurance systems, as well as corporate risk assessment and response evaluations in the Caribbean. Mr. García has also analyzed organizational processes and procedures in various industries, conducted feasibility analyses, and served as project manager in diverse responsibilities.

Jorge Moyano, Regulatory and Policy Advisor
Mr. Moyano is an attorney and holds a Masters in Business Administration. He is an expert on telecommunications and information technology matters. His most recent work experience includes advising clients on spectrum regulation and valuation issues, global licensing issues, market access, regulation of cable providers and public broadcasters, regulatory treatment of IPTV and mobile TV, as well as comparative market research on deployment of next generation networks. In addition, he has extensive experience with information systems, including as a web content editor, web marketing manager, and web developer. He is also knowledgeable about intellectual property matters, having previously worked at the U.S. Patent and Trademark Office. He is fluent in English and Spanish and proficient in French.
